This course consists of the best universal tourism facilities selected by the Seoul Tourism Organization in 2023. Universal tourism facilities cater to all individuals, including those with disabilities, by ensuring convenient access for everyone.


Seoul is a city that constantly evolves, blending the past, present, and future. Having served as the capital of the Joseon Dynasty in the past, this city has witnessed historic events for more than 600 years and now stands as a cultural hub with contemporary skyscrapers. With quaint architecture and cutting-edge technology coexisting, the city is constantly reinventing itself around every corner, adding to its charm. This journey will take you on a unique exploration of this reborn Seoul, where you will rediscover the familiar and the new Seoul city.


Seoullo 7017, previously a highway in the 1970s for transportation in Seoul, has been transformed into a walking path for people. The 17 new paths provide a unique Seoul experience for locals and visitors. Afterward, you can visit the Hanyang Doseong Historic Site Museum to witness a refurbished fortress from Seoul's past and delve into the city's hidden history. The K-SPOT Hydrangea Observatory Café on Seoullo 7017 provides panoramic city views and relaxation at the city center, while Yeonnam Bangagan Seoul Station offers a modern twist on café culture. These courses are barrier-free and can be fully enjoyed by wheelchair users. Enjoy the reborn Seoul with a Wheelchair!  Seoullo 7017 is a street park and cultural complex created by repurposing the Seoullo highway into a pedestrian-friendly space. In 1970, the Seoullo overpass, spanning 938 meters and linking Seoul Station, Toegye-ro, Mallijae, and Cheongpa-ro, symbolized industrial progress. However, over 30 years later, safety concerns arose from its aging structure. In 2017, Seoullo was revitalized by the Seoul Metropolitan Government to create a pedestrian area inspired by New York's High Line Park. The number '7017' symbolizes the transformation of the highway built in 1970 into 17 pedestrian paths in 2017.


Seoullo 7017 serves as a symbol of urban revitalization, featuring tourist information facilities, exhibition promotion facilities, performance culture facilities, and experiential play facilities. The tourist information facilities include the Seoullo Culture Center, Seoullo Information Center, Seoullo Shop, and Seoullo Garden Center, while the exhibition promotion facilities include the Rose Promotion Center, Magnolia Promotion Center, Garden Classroom, and Seoul Road Exhibition Center. The performance culture facilities include the Hydrangea Observatory, Rose Garden, Magnolia Garden, Yunseul, and Malli-dong Plaza, and the experience play facilities include the Curiosity Flowerpot, Bangbang Playground, and Aerial Nature Shelter. Together, they offer a space for visitors to enjoy performances and explore 287 various plant species.

Seoul Road 7017 is only reachable by elevator from the ground level (top left), however, the broad access ramp and the park's level pavement ensure that it is easily accessible for all, including individuals using wheelchairs. Seoul Terrace also offers a restroom with automatic doors (top right). Although the park does not have its own accessible parking lot, visitors can utilize the accessible parking at the Seoul Station police station or Lotte Mart Seoul Station (bottom left). A nursing room is located within the Seoullo 7017 Information Center (bottom right), and electric wheelchair chargers are available. Upon request, you can rent and store wheelchairs and strollers, so make sure to make use of these amenities during your visit to Seoul!

♠ Facility Information

∙ Accessible way and Main entrance ㅣ The building can be reached by elevator and features gradual ramps at the main entrance.

∙ Indoor Space ㅣ The park has a level surface that allows wheelchair users to navigate easily in all areas of the park.

∙ Accessible Toilet for persons with disabilities ㅣ The accessible toilet is equipped with automatic doors and tilted mirrors for persons with disabilities. Apart from the available restrooms at the Seoullo 7017 Information Center, there are also accessible restrooms at the Daewoo Foundation and Seoul Terrace.

∙ Parking lot for persons with disabilities ㅣ There is one parking space in front of Seoul Station Police Station and more parking spaces at Lotte Mart Seoul Station.

∙ Children facilities and others ㅣ The Seoullo 7017 Information Center includes a nursing room and offers rental or storage services for wheelchairs and strollers upon request. Inside the information center, there is an electric wheelchair charging station and also an emergency bell in the park that can be used in times of emergency.

The Hanyang Doseong Historic Site Museum is a historical site situated at 1, Sogong-ro 3-gil, Jung-gu, Seoul, and contains a reconstructed section of the fortress that once stood in the heart of Hanyang (the former name of Seoul). It not only allows visitors to discover and comprehend the history and culture of Hanyang, the capital of the Joseon Dynasty but also offers ancient exhibits and breathtaking views to visitors!


The exhibits encompass the remains of Hanyang Doseong fortress maintained throughout the Joseon Dynasty, the Joseon Shrine's worship site representing Japanese colonial rule in 1925, Namsan Fountain replacing the Joseon Shrine post-liberation, and a bomb shelter constructed during the Japanese colonial period. You can explore the history of the Joseon Dynasty, experience the sufferings of Japanese occupation, witness urbanization post-liberation, and observe ongoing excavation and maintenance efforts all in one place, a historical site. Along with the restored fortress, visitors have the opportunity to explore the historical exhibition area, engage in different interactive activities, and admire the breathtaking scenery from the observation deck. Within the history exhibition hall, an abundance of details regarding the architecture and historical context of Hanyang Doseong Fortress is showcased, offering visitors the opportunity to engage in various interactive experiences such as traditional crafts, history quizzes, and family workshops. Don't forget to check out the stunning views of Seoul's city center from the observation deck above the fortress!

The Hanyang Doseong Historic Site Museum has a gentle slope of 3 degrees or lower and level ground, allowing for convenient access to both the main entrance of the exhibition hall and the outdoor exhibition area. The exhibition hall's main entrance equipped with an automatic door is accessible for wheelchairs with no slopes or steps. Furthermore, the restroom for persons with disabilities is situated adjacent to the exhibition hall and is available upon request at the information center. You may utilize the Seoul Metropolitan Office of Education parking lot for parking lot for persons with disabilities, as it offers three accessible parking spaces.

∙ Accessible way and Main entrance ㅣ The walkway to the outdoor exhibition area has a gentle slope of 3 degrees or lower and level ground, while the main entrances to the exhibition center have automatic doors and Braille blocks for the visually impaired.

 Indooor and Outdoor Space ㅣ The entire indoor and outdoor exhibition can be accessed by wheelchairs, with barrier-free walkways in the outdoor area.

∙ Visual impairment facilities ㅣ Braille and audio guides for the visually impaired are available at the front of the exhibition hall, and handrails are labeled with Braille signs..


∙ Accessible Toilet for persons with disabilities ㅣ The washbasins in the accessible restrooms are height-adjustable, and emergency bells are installed in locations that can be used when fell on the floor.

∙ Parking lot for persons with disabilities ㅣ There are 3 accessible parking spaces in the Seoul Metropolitan Office of Education parking lot.

After a long day of exploring the reborn Seoul, we recommend two cafes at Seoul Station where you can take a break and enjoy the view of Seoul. First, K-SPOT Hydrangea Observatory Café is a café with a great view located above Seoullo, and is popular among visitors for its circular windows that overlook the Seoul Station neighborhood. In addition to the basic menu of Americano, iced tea, and other drinks, the Hydrangea Observatory Cafe's specialties include the cocktail-like “Seoul Day”, “Seoul Night,” and the “Hydrangea Tea: Mericano,” which is a blend of espresso and hydrangea tea, so be sure to try them when you visit!
