Unfortunately, disabled parking blue badges issued from other countries are not officially recognized in Korea.
We have contacted the issuing authorities and welfare consultation centers in Korea regarding the issuance of a disabled parking permit. 
They have informed us that permits can only be issued to residents registered as overseas Koreans or to foreigners who have registered in Korea.
Please refer to this information, and we regret that we cannot provide more assistance in this matter.
